(Usually there is some mnemonic trick, so I'm almost certain it's one of these. The "#" is also used to indicate pounds (weight) in parts of the US, so I think that's where it maps -- to 3 or shift-3. I think the option character for "$" is the cents symbol, so that's one of the ones at 4.)
